Even with the below explanation I struggle to understand why they might have done so.

Effects are modifiable and therefore very flexible. Filters on the other hand are not. If you’ve ever wondered what the difference was between Filters and Effects in Illustrator when trying to achieve the same result, then you’ll realize that this is a big difference. Once Filters are applied they can’t be changed.
